Request for Public Comments on the City of Johannesburg’s Draft 2020/21 Integrated Development Plan, Medium Term Budget and Tariffs

In terms of Sections 21 and 25 of the Municipal Systems Act 32 of 2000, read with Chapter 4 of the Municipal Finance Management Act 56 of 2003, the Municipal Budget Circulars No 98 and 99, Municipal Entities Business Plans and the Municipal Property Rates Act 6 of 2004, the City of Johannesburg tabled its Draft 2020/21 Integrated Development Plan (IDP); Draft Medium Term Budget (MTB), Draft Tariffs; and Draft Rates Policy and By-law at the Virtual Ordinary Council meeting on the 29 May 2020.

The meeting was held in compliance to the Disaster Management Act regulations and the Act mentioned above.

The City of Johannesburg hereby invites written submissions on the Draft 2020/21 IDP, Medium Term Budget and Tariffs from the public and any interested organisations in the City of Johannesburg. These submissions can be made online through the contacts below. Alternatively, written submissions can be deposited in clearly marked boxes provided at the Regional Offices below. The online submissions have been put in place in order to further comply with the lockdown regulations.

All submissions should reach the City in line with the time limits set in the prevailing legislation read together with the Disaster Management Regulations published from time to time:

  1. Municipal Budget and IDP in line with Municipal Finance Management Act;
  2. Tariffs in line with the Municipal Systems Act
  3. Rates Policy in line with the Municipal Property Rates Act

All submissions should reach the City of Johannesburg on or before 23rd June 2020.

Copies of the 2020/21 Draft IDP; Medium Term Budget; Rates Policy and By-laws and Tariffs can be downloaded from the City of Johannesburg website; www.joburg.org.za.
